Ruland Road Substation Expansion

Project Scope
The project includes the expansion of the existing Ruland Road Substation for the installation of new substation equipment on Long Island Power Authority (LIPA) property on the north side of Ruland Road in Melville. The project also includes reconfiguration of the two existing transmission circuits entering the substation from the southwest, including transmission tower removals and transmission pole installations and replacements, all on LIPA property to the southwest of the existing substation. 

Substation Work
The substation will be expanded by approximately 0.38 acres to the west onto vegetated LIPA-owned land. The expansion area will be cleared of vegetation and regraded, and perimeter fencing will be installed. New substation equipment and support structures will be installed within the expansion area, and crushed stone will be installed on the ground surface. The new substation equipment will range in height from approximately 24 feet above grade to 65 feet above grade. 

Transmission Work
Two existing overhead transmission circuits currently enter the substation from the southwest and will require reconfiguration to accommodate the new substation equipment installations. Two lattice steel transmission towers, at approximate heights of 115 feet and 90 feet above grade, respectively, will be removed and will be replaced with six steel transmission poles, at heights between approximately 70 and 125 feet above grade, within the existing fenced substation or to the immediate southwest. One wood transmission pole at a height of approximately 45.5 feet above grade will be replaced by a wood transmission pole at a height of approximately 57 feet above grade. One new wood transmission pole at a height of approximately 52 feet above grade will be installed in the area immediately southwest of the existing fenced substation, and one wood transmission pole at a height of approximately 45.5 feet above grade will be replaced with a wood transmission pole at a height of approximately 59 feet above grade and relocated approximately 135 feet to the southwest of the existing pole location.

Project Timeline
Construction is expected to begin in the coming weeks and is expected to be completed by January 2027. Crews are expected to work primarily Monday through Friday during normal business hours.

Project Need
This project is driven by the New York State Public Service Commission's (PSC) Public Policy Transmission Need (PPTN) planning process, administered in coordination with the New York Independent System Operator (NYISO). The process established the necessity for expanded transmission infrastructure. LIPA (and therefore PSEG Long Island as the service provider) is responsible for making identified upgrades. The project will allow for additional electrical transmission capacity and ensure LIPA has the flexibility to meet increasing energy demand while supporting state policy.

Alternatives to the project and a description of the comparative merits and detriments
The PPTN planning process is collaborative and operates through a highly structured, multi-step framework to ensure the state meets energy needs and reliability goals. Proposals were evaluated by the NYISO for viability, sufficiency, and cost-effectiveness, and ultimately the most efficient solution was selected. This project, related to the selected proposal, is necessary to meet the identified needs and provide increased electrical transmission capacity.

  • Will there be any traffic interruptions?
    There will be minimal traffic and parking disruptions along the project route. To ensure traffic moves safely, PSEG Long Island will provide cones, flaggers and signage at the work sites, as needed.
  • Will there be any power outages?
    PSEG Long Island does not anticipate any planned power outages associated with this project. If the need for a scheduled outage arises, we will notify customers in advance.
