Climate Leadership and Community Protection Act

New York State CLCPA Goals

PSEG Long Island supports New York State clean energy goals and objectives detailed in the CLCPA or Climate Act. For more information on the Climate Act, please visit https://climate.ny.gov/resources/scoping-plan.

Disadvantaged Communities (DAC) Spend: The "Investments and Benefits Requirement" is a statewide directive which requires state agencies, authorities and entities to direct 35 percent of spending on clean energy, and/or energy efficiency investments toward DACs. To the extent practicable, agencies will aim to reach 40 percent of benefits of spending to go toward DACs. A DAC Investment is defined as:

TBTu Savings:
New York State has a goal to achieve 185 trillion British thermal units (TBTu) of cumulative energy savings in buildings by 2025.

Whole House Heat Pump: Governor Hochul's plan is to achieve a minimum of 1 million homes space heating needs being electrified by 2030.

Electric Vehicles Chargers Installed: PSEG Long Island is not directly involved in the sale of electric vehicles but rather supports EV Charging Infrastructure to encourage EV adoption. The previous EV adoption goal was 850,000 electric light-duty vehicles by 2025, however, this was replaced by a goal that by 2035, all new light-duty duty vehicle sales and leases must be zero emission vehicles by 2035, with medium- and heavy-duty vehicle sales and leases having a similar goal by 2045.

Energy Storage: 3,000 MWs of energy storage capacity in NYS by 2030.

* PSEG Long Island contributions are reflected incrementally for each year.

** DAC investments include both Place-based investments as well as Low-income investments. DAC Data is subject to change pending the finalization of the statewide reporting guidance and data collection tool. The data is currently compiled based on draft guidance.

*** Whole House Heat Pumps include Geothermal, cold climate Air Source Heat Pumps, and Air to Water Heat Pumps. Heat Pump Pool Heaters and Heat Pump Water Heaters are not included.

**** PSEG Long Island is unsure if the NYS goal is to be tracked in AC or DC. We are reporting in MW AC. “BTM” = Behind the Meter, “FTM” = Front of the Meter, and “AC” = Alternating Current.
