** Rebates are based on Total Heating Capacity and capped at $4,500 (Market Rate) and $5,625 (Disadvantaged Communities Rate).
*** Heat pump system must meet 100-120% of the heating load. Manual J required.
**** Dual fuel thermostat/integrated controls are required, or existing fossil fuel heating systems must be removed. If there is an existing fossil fuel heating system, heat pump must be the primary heat system and fossil fuel is secondary.
***** Qualifying cold climate air source heat pumps must be listed on the Northeast Energy Efficiency Partnerships (NEEP) Cold Climate Air Source Heat Pump Specification Product Listing. Qualifying air to water heat pumps must be listed on the New York State AWHP Qualified Product List. Qualifying dual fuel thermostats/integrated controls must be listed on Masssave. -

Who is Eligible?
- Multifamily buildings with five or more units.
- Both new construction and existing building retrofits.
- Pre-approval required before work begins.
Heat Pump Eligibility Requirements- All equipment must comply with the NY State Clean Heat Calculator and/or applicable industry standards
- To be eligible for incentives, all heat pump systems must be sized in compliance with NY state and municipal codes
- Final rebate payment is based upon installed equipment specifications and may be lower than pre-approved amounts
- Only electrical energy efficiency or beneficial electrification measures will be eligible for a rebate; beneficial electrification includes on-site replacement or displacement of fossil fuel consuming equipment (oil, gas or propane) by efficient electric technology
- New construction projects will have natural gas as the baseline if available in the area and existing building will use existing conditions as the baseline
- Integrated controls will be required on ccASHP projects where a supplemental fossil fuel heat source is present
- NEEP Cold Climate ASHPs have the following additional criteria: Must be listed on the NEEP list at the point of Application submission - https://ashp.neep.org
Additional Rebate Guidelines ENERGY STAR® Heat Pump Water Heater- Limit of 1 rebate per appliance type, per unit
- HPWH must carry ENERGY STAR or Most Efficient designation
- The rebate amount cannot be more than 70% of the purchase price paid

Home Comfort Plus offers the highest rebates for income qualified customers. Rebates are for whole house heat pump projects/solutions. These new rebates typically range from $4,000 for 1-ton ASHP (12,000 heating BTU unit for a 600 sq. ft. existing home with natural gas) and could be as high as $10,500 for a 5-ton ASHP (60,000 heating BTU unit for a 2,100 square foot, new construction home).
