Customer Eligibility

How do I apply for EV Phase-In Rate?

Our EV Phase-In Rate is available for commercial customers who install electric vehicle charging stations. This rate provides operating cost relief when EV charging usage is low, adapts as usage increases and makes it easier to set rates for your charging station. Customers must show that their electric usage is associated with EV charging. Other restrictions may apply.

Nameplate capacity referred to here is associated with the maximum output of an electric load and is measured in kilowatts (kW)
See below whether you are a separately metered customer or a co-mingled customer:

Charging ratio is a percentage of how much of your electrical loads are associated with EV charging

  • For separately metered loads, your charging ratio is 100%.
  • For co-mingled loads, you will need to show that at least 50% or more of your electrical loads are associated with EV charging to qualify for the EV Phase-In Rate.

This rate is designed to help customers who have a load factor of less than 25%
Load Factor is based on the amount of energy used, divided by the product of peak demand and number of hours during a 12-month period. Customers with a load factor >25% means that the EV charging station has a high utilization rate and will not be eligible for the EV Phase-In Rate.

Not all EV charging station customers will be eligible for the EV Phase-In Rate
The following customers are not eligible for this rate:

  • Residential customers – Visit Time-of-Day to see how you can save on at-home charging
  • Commercial customers who are not on Rate Code 285 or 284
  • Commercial customers enrolled in the DCFC Incentive program
  • Commercial customers who are net-metered, remote net-metered, or enrolled in community distributed generation (CDG)
  • Customers with an annual load factor of 25% or greater
  • Customers with a Charging Ratio of below 50%
  • Customers already receiving delivery discounts from other programs (see rate brochure for additional details)
  • Seasonal, Short-term, or Temporary Customers
