Hayley Kelch
Vice President - Legal
Hayley Kelch was named Vice President – Legal in September 2026. In this role, she leads the Legal team on Long Island and provides legal guidance on a variety of issues to key stakeholders at the company.
Ms. Kelch has 21 years of legal experience and has served as a key member of the PSEG Long Island Legal team since 2019, supporting a wide range of critical issues, including the Operations Services Agreement (OSA), power project development, capital projects, storm resources and more.
Previously, Ms. Kelch served as Director – Legal – Commercial, where she led PSEG Long Island’s commercial legal practice. In this role, she supervised, advised and counseled the Commercial Legal team, while advising and representing the company on a broad range of legal matters and transactions. Her work helped ensure compliance with legal and regulatory requirements, advance the company’s strategic business plan, and proactively identify and address potential legal issues and risks.
She holds a Juris Doctorate from St. John’s University and Bachelor of Arts in English and philosophy from Boston College. She currently serves on the board of directors for the Girl Scouts of Nassau County.
